Trafficking and Ritual Abuse Survivor ignored by Utah County Sheriffs
A victim of ritual abuse and human trafficking, currently still being trafficked and living on the street contacted the Utah County Sheriffs with extensive details of trafficking and ritual abuse and has been completely failed by them.
The victim, who is known as @OmnesCulpa on twitterX, first wrote to Utah Sheriffs in October 2022. After initial emails to three officers, then a Detective Joseph Carle from the Special Victims Unit (SVU) contacted her. Carle said “hopefully we can find a way to get you safe and put away anyone responsible”. Detective Carle has not even responded to the victims nearly 14,000 word report that she wrote on what was happening to her.
I will refer to the victim by pseudonym Omnes. Omnes told the Utah Country Sheriffs that she was being trafficked in a foreign country for ritual abuse and that this was facilitated by a prominent figure in Utah, known in ritual abuse investigations that the Sheriffs were investigating.
Despite being trafficked in a foreign country, Omnes was bizarrely offered a face to face interview, which of course she cannot do. She offered to do an interview by laptop and that offer has still not been taken up by the Sheriffs.
It took Omnes 8 months, due to the difficult trafficking situation she was and is still in, to put together a comprehensive 14,000 word report. It was sent to Detective Carle in July 2023 yet no actions have been taken to speak to her since and only when prompted did Det. Carle even bother to give an acknowledgement of receiving it.
Why has SVU Det. Carle not responded to the report?
Why is Utah Sheriff Special Victims Unit not helping a victim of human trafficking and ritual abuse?
Why does the Special Victims Unit Det. Carle ask for information and then ignore the victim when it is provided?
Why has SVU Det. Carle not taken up the offer of a laptop video conversation?
Why has Lt. Knutzen not followed this up and contacted the victim Omnes?
Why has Lt. Randall not followed this up and contacted the victim Omnes?
One sinister possibility could be that Utah Sheriffs are involved in collecting victims information but actually involved in some way in the trafficking. That scenario would of course not be the first time that law enforcement are involved, see BK5 McMinnville Police Gay Porn Network [4].
Omnes says “Not only did two Lieutenants, a Sergeant and SVU [special victims unit] detective ignore my detailed disclosure with evidence, the detective specifically asked for it as a precursor to a video interview, which of course never transpired. All this to waste my scant time and energy while I’m in dangerous circumstances, apparently.“

Detective Carle has ignored an email that I sent to him on 2023 Sept 9 asking why this victim was being ignored. Detective Carle and Lt Randall have been emailed today, stating that I am going to post publicly on this case and asking for an urgent response as to why this victim is being ignored and why information relevant to a current ritual abuse investigation being carried out by the Sheriffs is being ignored.
No response has been received at the time of posting this.

October 28, 2022 – I looked on the Utah Sheriff’s website for the email addresses of appropriate departments and sent a brief disclosure of Utah related ritual abuse and trafficking to Sgt Hines, Lt Randall & Lt Knutzen. October 31, 2022 – Special Victims Unit Detective Joseph Carle emailed me. He was not one of the people I had contacted initially. No one whom I had contacted replied to me. I assumed one of them had passed on my email to Carle. Carle says he wants to meet me in person, despite the fact I had explicitly disclosed I was being trafficked in a foreign country. He asks me to email him as much as my info as I’m willing to. He pledges an effort to rescue me and put away the perpetrators. See attachment # 4.

November 29, 2022 – I told Carle I’m having a hard time composing my information in email because of my situation of being trafficked in a foreign country and living on the street here. He glibly replied, “No problem” and makes no effort to speak with me over video call. See attachments # 9 – 10.

July 15, 2023 – I had finally finished my 13,787 word report with dozens of evidence files and sent it to Carle. I explained this is just the start and I have additional evidence. I BCC’d four other sheriff’s employees, including the three I had initially contacted on October 28, 2022. I sent another email in the thread minutes later, with some evidence I’d forgotten to include. (This is to say I sent two emails on June 15th.) I also specifically asked what the next steps were, for Carle to cite the law enforcement procedures they would be following and for any online reference to the procedures. See attachments # 11- 13.

July 23, 2023 – My emails had not been acknowledged by anyone. I emailed Carle and once again BCC’d the others, asking for confirmation of receipt.
July 24th, Carle contemptuously replied “Yes thanks.”
July 25th, I asked him once again what was being done with my information and for their procedures. NO REPLY FROM CARLE See attachments # 14 – 16.

Jul 25, 2023 – Sgt Cannon replied in the email thread, (to only myself, not the other sheriffs) saying he sent my information to SVU. That’s all he said and he acted as though he was answering the question of what SVU Det Carle was doing with my report. This reply and statement is just nonsensical in the context of things. Gas lighting. The next day, I reiterated to Cannon the reality of events and the email exchange. I directly asked Cannon if he knew what SVU was doing with the report I sent them, and if not, what he could do to ensure SVU takes immediate action on it. I did not BCC anyone else in this particular email. NO REPLY FROM CANNON. See attachments # 17 – 18.

August 8, 2023 – Sheriff Mike Smith does not provide his own email address on the government website. The only contact information I could find for him was his 2018 re-election campaign website contact form. I used it to inform him the whole department was ignoring my report. I also tagged his re-election Twitter account. I also tagged the Utah Sheriff’s official Twitter account, as you saw.
To this day, I have not received any replies– not even a dismissive acknowledgment of my correspondence.

What are they doing with that investigation? There are so many who have been led along and then dropped. I hope someone outside of the sheriff's is getting that attachment to ensure that it doesn't just get disappeared.
